Faced with Meyer Werft’s financial challenges, the German government has proposed a rescue plan to keep the iconic shipbuilder afloat. On Friday, September 6, 2024, Germany’s federal government announced that it would acquire a 40% stake in Meyer Werft for around €200 million. This significant investment was made in collaboration with the state of Lower Saxony, which will also purchase a 40% stake in the company.

But that’s not all. New loans worth €2.6 billion are also being discussed to provide Meyer Werft with the working capital it needs to continue operations. These loans are part of a broader financial rescue package where the federal and state governments will cover 80% of the loan value, leaving banks to shoulder the remaining 20% at their own risk.

The deal, however, isn’t official just yet. It still requires approval from Germany’s lower house of parliament, the Bundestag, and the European Commission.

Why Is Meyer Werft in Trouble?

Meyer Werft’s financial troubles aren’t due to a lack of demand for their ships. In fact, the shipbuilder had a full order book through to 2028, and in August 2024, they secured an agreement with Disney Cruise Line for eight more ships. But here’s the catch: shipbuilding is a capital-intensive business. Customers, including Disney, typically pay 80% of their fees upon delivery of the ship, which means shipbuilders like Meyer Werft need substantial cash reserves to cover construction costs upfront.

The COVID-19 pandemic worsened Meyer Werft’s financial woes by disrupting demand and causing a spike in material and labor costs. The company’s cash cushion was severely depleted, leading to the €2.7 billion financial hole it now finds itself in.

According to German media reports, Meyer Werft needs €2.3 billion in working capital and €400 million in equity to cover its losses and restructure the business. The situation became so dire that in August 2024, Chancellor Olaf Scholz paid a visit to Meyer Werft’s shipyard in Papenburg to assess the situation firsthand.

A Bright Spot: Meyer Werft’s Partnership with Disney Cruise Line

Despite the financial struggles, Meyer Werft’s partnership with Disney Cruise Line remains strong. As of 12 August 2024, Meyer Werft has eight Disney ships in its order book, signaling that both Disney and Meyer Werft are committed to a long-term relationship.

Thomas Mazloum, president of the New Experiences Portfolio and Disney Signature Experiences, commented on the collaboration, saying, “Our Disney cruise ships are the true ambassadors for our brands and beloved by families the world over. As we embark on this ambitious and unprecedented expansion for Disney Cruise Line, we are delighted to work with Meyer Werft once again.”

Beyond the Disney partnership, Meyer Werft has also been contracted to build Disney’s first cruise ship for Japan. This new vessel will be owned and operated in partnership between Disney and the Oriental Land Co. Ltd, further expanding Disney’s cruise reach into the Asian market.

Looking Ahead: Will the Rescue Work?

Meyer Werft’s future hinges on the approval of the German government’s rescue plan. Economy Minister Robert Habeck emphasized the government’s commitment to supporting the company, stating, “It’s the firm determination of the government—of me personally and of my ministry, which is doing the work here—that Meyer Werft gets the support it requires to continue to build ships.”

If all goes well, Meyer Werft will not only continue to build ships for Disney Cruise Line but also for other major players in the industry like Carnival and Royal Caribbean. With the financial backing from the German government and a full order book, the company has a real shot at recovery.
